A number of formats are acceptable for IP ranges used as arguments in variables such as $wgAutopromote . For example:

Type Examples
CIDR 1.2.3.0/24
2001:0db8:85a3::/96
Explicit range 1.2.3.4 - 1.2.3.5
2001:0db8:85a3::7344 - 2001:0db8:85a3::7344
Single IP address 1.2.3.4
2001:0db8:85a3::7344
