As part of the authority mode, the create protection1 has been introduced to restrict the creation of properties and value annotations for unapproved properties in order to help a data curator to control the property creation and annotation process.

The create protection (if enabled, disabled by default) only applies to the creation of new properties with existing (aka approved) properties being unrestricted for any usage.

In case the create protection is enabled, only users with the corresponding right (see configuration parameter $smwgCreateProtectionRightNo description was provided.) assigned can create properties (and hereby value annotations) without any restrictions.
