No, it's not about money. The photographer has to agree to a suitable copyright license. If you want, you can try to find and contact the photographer. You can ask the photographer to release the photo under a free license. Many people use the Wikimedia VRT release generator to figure out how to do this. Then the message needs to be emailed to the Volunteer Response Team volunteers with a link to the photo. Alice (talk) 14:34, 4 February 2023 (UTC)
